1. Main Job Purpose
Anova Health Institute is implementing an Advanced HIV Disease (AHD) project aimed at improving the prevention, identification, monitoring, and management of AHD through improved guideline implementation, clinical decision support, clinician learning, and client engagement. The project will support implementation of South Africa’s updated National Consolidated HIV Guidelines, including the newly introduced AHD chapter, in two demonstration districts.
The M&E Manager will lead routine programme monitoring, data quality, performance reporting and data-use activities for the AHD programme. The role will support Anova and the Department of Health to improve the visibility, completeness and use of AHD data; monitor implementation fidelity; assess intervention uptake and outcomes; and generate evidence to support adaptive implementation, the nine-month decision gate and future scale-up.
The M&E Manager will be responsible for supporting the Programme Team and Department of Health with monitoring, evaluation, and health information systems, with a focus on Advanced HIV Disease.

3. Qualifications and Experience
- Advanced degree in public health, public administration, sociology, social work or a related field.
- Degree in either: Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics/ Mathematics
- At least 5 years of experience with Health Indicators, M&E, Data quality and reporting to DOH or PEPFAR
- Experience with DHIS, Tier.NET, ETR.NET, DATIM and health indicators
- Experience in M&E Capacity building for facility level data capturing teams
