Technical Advisor: Advanced HIV Disease Project (Mpumalanga)

1. Main Job Purpose

To provide technical support in allocated sub-districts within Anova’s innovative Advanced HIV Disease support project

Anova Health Institute is implementing an Advanced HIV Disease (AHD) project aimed at improving the prevention, identification, monitoring, and management of AHD through improved guideline implementation, clinical decision support, clinician learning, and client engagement. The project will support implementation of South Africa’s updated National Consolidated HIV Guidelines, including the newly introduced AHD chapter, in two demonstration districts.

The role includes programme technical support and review, clinical expertise, capacity building and stakeholder engagement in the allocated sub-districts.

2. Key Performance Areas

Key Performance Areas Activities
Programme Implementation
  • Develop and execute sub-district project implementation plans, stakeholder engagement and project monitoring
  • Track sub-district project timelines and deliverables and develop course correction where needed.
  • Conduct monthly and quarterly data analysis of sub-district programme performance against targets/programme outputs, and use findings to guide project improvement
  • Report to project manager on sub-district implementation of agreed workplan in line with objectives, indicators and targets
Technical Assistance and Health systems strengthening
  • Provide technical assistance to support sub-district delivery of a comprehensive, quality AHD service package for clients, including SOPs and referral mapping to support implementation and integration of new AHD guidelines into facility systems
  • Deliver and support access to capacity-building activities on AHD and related services to strengthen AHD services within DoH facilities
  • Input into training and mentorship materials to align with identified capacity needs
  • Support DoH to conduct assessments on the quality and implementation of the AHD care package identifying, mitigating, removing barriers to implementation and develop and support improvement initiatives.
  • Advocate for increased visibility and use of data at sub-district level to identify and monitor risk and AHD
Stakeholder engagement
  • Establish, manage, and maintain working relationships with DoH at sub-district level to support project introduction, ongoing implementation and monitoring in allocated sub-districts
  • Engage with sub-district to develop and deliver capacity building plans
  • Be actively involved in sub-district level planning, review and other meetings to facilitate delivery of technical support
  • Support DoH, donor and/or Anova management visits together with project manager.
  • Represent Anova Health Institute on relevant working and technical groups as requested
Reporting and project transition
  • Provide feedback on programme developments as agreed with line manager
  • Compile monthly /quarterly report to line manager, funder and DoH as required, highlighting technical support delivery
  • Contribute to work plan review and reporting
  • Contribute to development, and implement, a sub-district handover plan to facilitate transition to the DoH and sustain services beyond the project period.
  • Support Public Health team to generate and disseminate learnings

3. Qualifications and Experience

  • MBChB degree or BCurr with a Postgraduate qualification with Primary Health Care speciality (Nurse Clinician)
  • Valid HPCSA registration as Independent Practioner or valid SANC registration
  • Minimum 2 years’ post community service clinical experience (for medical doctors) and 5 years for Nurse Clinicians
  • HIV Management training essential, NIMART trained and graduated (Nurse Clinician)
  • Experience delivering or supporting ACC/AHD care
  • Experience in technical support, HCW capacity building and engagement with DoH
  • Report writing, data analysis and presentation skills and good understanding of funder-driven targets
  • Quality Improvement and project management skills, an advantage
  • Valid driver’s license
