Embedded Partnership, Enduring Impact

Anova has worked alongside the Department of Health for over a decade — not just delivering care but helping build the systems that make care possible. Through secondment of technical experts that fill key technical gaps at various levels of government, while transferring skills, mentoring of Department of Health staff from national to facility level, and providing hands-on quality improvement support, we’ve strengthened public sector capacity across all six pillars of the WHO Health System Building Blocks.

Our Focus Areas

Our work aligns with the six WHO health system building blocks:

  1. Service Delivery
  • Continuous quality improvement (CQI) and differentiated models of care
  • Integration of stand-alone key population services into DoH Centres of Excellence
  • Handover of donor-funded activities, such as index testing, through structured mentorship
  1. Health Workforce
  • Embedded mentorship, coaching, and skills transfer for healthcare workers
  • Contributions to the DOH Knowledge Hub and digital learning platforms
  1. Health Information Systems
  • Rollout and support of TIER.Net, DHIS, NICD and other national data systems — always aligned with government priorities
  • Development of integrated, user-friendly dashboards for real-time decision-making
  • Skills transfer for facility data teams and embedded support at district, provincial, and national levels
  1. Leadership & Governance
  • Trusted, side-by-side partnership with DoH in planning and decision-making
  • Technical support to Provincial and District AIDS Councils
  • Support for national priorities like Operation Phuthuma and Nerve Centres
  • Clinical guideline development, policy translation, and implementation support
  1. Health Financing
  • Technical input on resource allocation aligned to programme and patient needs
  • Support for transition planning toward sustainable, government-led systems
  1. Medical Products & Technologies
  • Monitoring and resolution of medicine stockouts and supply chain issues
  • Oversight of lab turnaround times and rejection rates
  • Support for rational medicine use and clinical quality assurance

From Pilots to Policy

Anova has helped shape and implement national guidelines — including HIV testing, paediatric HIV care, TB/HIV integration, and return-to-care protocols. We work to ensure that successful donor-funded innovations are institutionalized and sustained within the public health system.
