Clinical Manager: Adolescent and Young People Programme

1.Main Job Purpose

The role ensures delivery of integrated, high-quality health interventions guided by regular needs assessments, including HIV testing and self-screening, PrEP provision, ARV treatment and viral load monitoring, TB and STI screening and treatment, sexual and reproductive health services, prevention of vertical transmission, post-violence care, and HPV screening. The position is responsible for establishing linkages to care, managing healthcare needs, ensuring treatment adherence and completion, and driving continuous improvement in service delivery in alignment with NACOSA, NDoH, and Global Fund standards.

2. Key Performance Area

Leadership
  • Oversee all implementation of the AGYW/AYP, Biomedical interventions in the district.
  • Direct line manager of the Biomedical clinical field team
  • Form part of the recruitment process for all biomedical staff
  • Identify all training needs for all staff categories.
  • Provide leadership to others through example and sharing of knowledge/skill
  • Participate in proactive Team efforts to achieve organizational goals
  • Manage practices that are perceived to be unethical, unwise or incompetent
  • Attend all NACOSA’s relevant meeting
  • Facilitate monthly and ad hoc staff meetings
  • Responsible for onsite supervision and completion of supervisory tools.
  • Compile and submit monthly reports to Programme Manager
  • Identify champions for different portfolios, for example: HTS champion, QA champion, etc.
  • Conduct bi-annual one-on-one performance session with all biomedical staff
  • Monitoring of monthly staff timesheets
  • Working closely with the Human Resource department in following all protocols.
Company Strategic Intent
  • Implementation of the AGYW/AYP program as guided by NACOSA and Global Fund.
  • Comply with all safety policies, practices and procedures according to prescribed procedures and legislation
  • Report all unsafe activities to Senior Management/Human Resources
  • Adhere to all Company Management SOP’s, Guidelines and Agreements.
  • Adhere to and implement NDoH and NACOSA’s SOPs and guidelines.
Mentoring and Technical Tasks
  • Support Registered Nurse in the implementation of case management tool (optional).
  • Monitor weekly reporting and signing off tools submitted to SR M & E.
  • Guides and support Nurses in implementing NIMART to beneficiaries
  • Facilitate complex case discussions with multi-disciplinary team at SR level as needed
  • Responsible for operational planning
  • Manage Service Delivery Indicators and Quality Improvement Initiatives
  • Provide support to Nurse Mentors doing training and mentoring
  • Perform all logistical and administrative requirements for implementing.
  • Keep a record of activities undertaken
  • Make guidelines, policies, SOPs and tools for mentoring and support available for all biomedical staff.
Quality Assurance and Clinical Governance
  • Keeping abreast with new clinical developments eg training, in-service training, reading journals, policies, and procedures related to job.
  • Setting of organisational goals, objectives and interventions for quality service delivery.
  • Ensuring all medical equipment is in working order.
  • Adhering to Infection Control Policies and Procedures.
  • Implementing and maintaining Quality assurance programmes:
  • Ensure clinical staff (HWC) assessments are being done and recorded on a bi-annual basis.
  • Oversee the implementation of Rapid Test Continuous Quality Improvement: Independent Quality Control and Proficiency Testing for HIV RDTs.
  • Participate in the clinical compliance tool (Baseline, midterm and exit assessments) with NACOSA clinical team.
  • Monthly folder audit – 5 folders of each indicator (HIV+, STI, TB and HIV-)
  • Oversight of the implementation of the complaints, comments and compliments activity according to the SOP.
  • Oversight of Client Satisfaction Survey

3. Qualifications and Experience

Educational requirements:

  • Degree or Diploma in Nursing (General, Midwifery, Community nursing, Psychiatric nursing)
  • Registration with South African Nursing Council
  • NIMART and SRH training
  • Clinical assessment, diagnosis and treatment – Primary Health Care would be advantageous

Experience

  • At least three years’ experience in working in Primary Health Care setting
  • At least 2 years of management experience
  • Facilitation and capacity building experience
  • Extensive experience in HIV/AIDS, STI and TB treatment and care
  • A minimum of 2 years community nursing experience
  • A minimum of 1 years’ experience working with AGYW/AYP will be an advantage
