1. Main purpose of the role

To provide leadership and oversight on the implementation of the NACOSA-funded HIV adolescent and youth programme referred to as the “My Journey” programme aimed at prevention of new HIV infections in Adolescents and Young Women trough targeted activities and awareness campaigns.

The “My Journey” programme is a targeted initiative focused on addressing the challenges faced by young women in relation to HIV and AIDS, sexual and reproductive health and wellbeing. The programme offers a defined package of services to adolescent girls and young women between 15 and 24 years old. Young women access these services across a range of community settings, according to their needs, The programme will focus on the following: prioritising HIV testing, consistent condom use, prevention choices and continuity of care. Other activities to increase uptake and access to services include community mobilisation, digital demand creation and youth-friendly information on health and rights and connecting young women to support services such as post-violence care.

2. Duties and responsibilities

Program Implementation

  • Develop the My Journey programme implementation strategy and oversee stakeholder engagement, programme inception/start-up, implementation and performance monitoring.
  • Ensure programme deliverables are met against set indicators, and institute correction measures where needed.
  • Provide regular and ad-hoc report on implementation of agreed workplan in line with objectives, indicators and targets.
  • Establish a comprehensive service package including SOPs and algorithms to ensure high quality of service delivery with regards to community AGYW SRHR and PrEP service.
  • Enable availability of resources required for programme implementation, in line with the available budget.

Stakeholder Engagement

  • Liaise with external and internal stakeholders to enable programme implementation
  • Engage with DoH and City health at sub-district, district and provincial level to support programme introduction, ongoing implementation and monitoring
  • Support programme team to engage with facility/community stakeholders to enable delivery of services at community level
  • Liaise with programme funder on progress
  • Ensure alignment with Anova and funder policies and guidelines
  • Utilise different platforms such as TWGs, conferences, seminars to remain up to date and share programme progress.

Technical support, Capacity Building and supervision

  • Support programme teams to ensure delivery of quality health and other services to clients and other stakeholder
  • Provide guidance on the technical elements of the programme and ensure that quality standards are maintained
  • Support teams to strengthen youth friendly service at community level and within DoH facilities to attract AGYW for SRHR/PrEP services.

Community Engagement and implementation

  • Support programme teams to engage in communities to implement community outreach service (both with DoH mobile and Anova mobile)
  • Oversee implementation of community campaigns and engagement with other stakeholders to ensure campaigns are successfully executed
  • Ensure availability of relevant the “My Journey” programme and other IEC materials and collateral in line with available budget

Monitoring and Evaluation

  • Ensure a robust M&E plan is in place to deliver on reporting requirements
  • In collaboration with M & E, develop data collection tools as required. Develop and implement reporting tools for weekly and monthly reporting
  • Ensure that programme teams are capacitated on reporting requirements and reporting is done per monitoring plan
  • Complete, compile, and submit the relevant technical assistance tool/reports to district lead, technical team and funder
  • Lead presentations on programme implementation and progress to internal and external stakeholder eg DoH/funder

Team Management

  • Oversee recruitment and appointment process to meet staffing needs
  • Oversight of programme team activities and reporting
  • Day-to-day management of senior team members, including overseeing HR related matters
  • Establish regular feedback meetings with programme team
  • Support and enable capacitation of team members as needed

3. Qualifications and Experience

  • Degree in Nursing, Social Science or other relevant qualification
  • Registration with Relevant Professional Board
  • Knowledge of adolescent and youth programme areas
  • Knowledge or understanding of DOH, DSD, and DOE prevention strategies and experience engaging key stakeholders
  • More than 8 years’ experience working in public health HIV/TB and related adolescents
  • More than 5years experience in a Senior/Project management role overseeing implementation of donor-funded public health HIV/TB and related programmes.
  • Project management/oversight/implementation/reporting experience essential
  • Experience in training and facilitation
  • HIV management training essential
  • Quality improvement and project management skills an advantage
  • Knowledge of 95-95-95 strategy and other Health and Adolescent Youth Programme related policies
  • Good understanding of funder-driven targets
  • Good report writing skills
