| Transport and Logistics | ·Ensure that all employees are booked and tested with a contracted assessment centre before they drive company vehicles. The assessment must be done by the first week of employment
·Ensure that vehicle SOP has been read and acknowledged by all employees before driving any company vehicles ·Drivers must understand that they need to drive within the road traffic regulations and should the driver fail to do so they are liable for the consequences ·The drivers must take responsibility and accountability All vehicles must be kept clean inside and outside. Therefore, drivers must respectfully inspect vehicles at the end of each workday ·All damages or repairs to the vehicle must be reported immediately to site coordinator and project administrator. An incident report must be submitted the same day to site coordinator ·The allocated drivers for individual vehicle must sign out the car keys and sign car key in at the end of the workday. This driver is responsible for driving the team should there be reasons hindering them from driving kindly contact Site Coordinator immediately ·Drivers are responsible for signing of the logbook and ensure to attach the logbook copy when submitting petrol reconciliation tool ·All logbooks for all vehicles must respectfully be scanned and submitted via email to Project Administrator on the first day of the new month. The scanned copies must thus be submitted to Office/Fleet Manager and Site Coordinator ·Ensure safe and secure transit to and from outreach sites and offices. Responsible for managing the mobile clinic or work vehicle ·Maintain fuel, mileage, and maintenance records as instructed by Project manager, site Coordinator/ Administrator ·Ensure all field equipment is loaded and unloaded each shift (chairs, tents, generators, etc.) ·Ensure all the items in the vehicle are handled correctly and you should report all the damages that occurred ·Follow all the rules/regulations of the road relating to the National Road Traffic Act of South Africa and as per Anova vehicle SOP and safety requirements ·Ensure that you keep up to date with Anova’s vehicle policy ·Responsible for driving yourself and the team to the sites of work as and when required, and you should adhere to the Anova vehicle management policy ·Submit weekly vehicle inspection checklist to the project administrator, and provide a written report in case of any incident or accident to the vehicle ·All drivers must perform vehicle inspection every Monday morning. This must be done together with a witness ·All cars must have Master file for HTS counsellors, job aid for peers, programme MOU and referral contact list |
| Outreach support work | ·Every three years all HTS counsellors are solely responsible to update their HAST training certificates. The site coordinator will check the validity of the certificates every 02 January yearly
·Targets will be set to measure daily, weekly and monthly targets for all employees ·Every month performance review will be performed for all employees by line manager ·Failure to reach targets will involve working on weekends without additional compensation as we are a target driven project ·All employees will receive refresher training at the beginning of each quarter. All attendees must sign an attendance register. Tests will be written at the end of the trainings ·All employees will take a written assessment after the training ·All HTS counsellors and Linkage are responsible for updating temperature charts for the room and cooler box and must sign this off with site coordinator daily ·All HTS counsellors and Linkage are responsible for ensuring that all clients that have reactive results are placed in the case management register and thus supported throughout the treatment journey ·The HTS Counsellors and linkage officer is responsible for dotting clients for OST and ART and DAA. The linkage officer is responsible for ensuring that the clients sign the retention and adherence register at every visit ·Site coordinator, linkage officer, HTS Counsellors and outreach nurse to arrange meetings with clinics to trace client’s adherence and viral loads ·Provide an integrated, holistic client centred HTS with support ·Conduct HTS as per the National HIV Counselling and Testing policy/guidelines ·Ensure all HIV positive diagnosed clients are navigated to the nearest facilities. ·Ensure newly diagnosed positive client is initiated on ART. ·Ensure PT and IQC is done and recorded as per SOP standards ·All data queries must be reported to site coordinator and M&E immediately and resolved within three working days ·All employees must have work QC by two other employees before submitting to site coordinator daily ·Ensure compliance to HTS, waste management and infection control guidelines and policies. ·Encourage PWUDs to seek health care, including HCT and STI screenings ·Ensure that there are adequate HTS supplies for outreach ·Ensure that there is no misuse of company resources ·Ensure testing supplies are stored corrected in the field ·Ensure that you always use a cooler box to collect and store your HTS supplies ·Support the professional nurse with supply management of the mobile clinic contents ·Trace and link ART and OST clients to care ·Keep record and support of Viral load in line with 95-95-95 strategy ·Assist with loading and unloading work materials in the field · Assist with collection of work materials in the storeroom ·The HTS counsellors, linkage officer, site coordinator and outreach nurses must have all medication stored as per SOP standards ·All HTS counsellors, Linkage officer, site coordinator and outreach nurses are responsible for ensuring test kits are stored as per SOP standards. |
| Administration support work | ·Both roaming team and stationed team need to have all outreach materials needed to perform their duties while on outreach as per the SOP guidelines.
·All outreach teams are responsible and accountable for all outreach materials; the outreach materials will be monitored through site stock card daily. All broken materials must be reported immediately with a incident report template. Should there be evidence of negligence that employee will be held responsible for the replacement and repair costs ·All client’s data completed correctly and submitted daily ·Record keeping into DoH HTS register. ·All HTS counsellors are responsible for ensuring that their registers are updated and signed by a professional nurse daily. ·High quality HTS data reported daily ·Data queries attended to within 24 hours ·Monitoring HTS data and ensuring targets are met ·Professional conduct maintained at work as per applicable policies ·Develop strong relationships with health facilities in implementing district to ensure linkage to care for referred PWID. ·All employees must sign staff register in the morning and afternoon to support time sheets. ·Submit timesheets timely ·Absence from work must be reported to site coordinator as per leave SOP. ·All outreach materials must be requested from site coordinator every Friday morning in preparation for the following week. ·All waste must be taken to the Yeoville clinic by Tuesday afternoon in preparation for Buhle Waste to collect every Wednesday morning ·All employees must use PPE or protective gear during the district clean-up. ·All HTS counsellors are responsible for compiling daily reporting template and thus forward to Site Coordinator by 6pm daily. ·All employees are responsible for ensuring that all site offices are kept and maintained properly. ·A Weekly cleaning roster must be drafted monthly and signed by employees responsible for cleaning the site offices weekly. ·All outreach materials must be requested from site coordinator every Friday morning in preparation for the following week. ·Perform any other additional duties assigned by the Programme Manager and the management team. ·It is your responsibility to ensure that you familiarise yourself with Anova Policies, especially those relevant to your position ·Responsible for driving yourself and your team to the sites of work as and when required, and you should adhere to the Anova vehicle management policy |
| Role Requirements
Qualifications and Experience ·3 years’ experience working on HIV and TB programmes ·Experience in analysing Data and summarising vast amounts of Data into Graphs ·Minimum Two (2) years progressively responsible experience in Development Program co-ordination, Key Populations, or related Public Health Project Management ·Technical experience in one or more of the following areas: Stakeholder Relations, Technical Support, Monitoring, Reporting and Evaluation, Internal/External Stakeholder Communications ·Experience in Coordination and implementation of HTS ·Experience in working with key populations (PWUD) ·Excellent communication and report writing skills ·Computer literate ·A valid driver’s licence ·Willingness to travel and drive teams to sites ·Willing to work overtime, night & weekend shifts, and public holidays as needed |
